Transportation Engineer III or IV

Transportation Engineer III
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Engineer IV
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Duties
The essential duties for this job include:
Transportation Engineer III
Performs advanced planning work such as plan review, calculations and transportation planning studies.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects.
Analyzes and assists in the resolution of contract problems and disputes.
Coordinates and monitors assigned projects/programs/plans.
Coordinates phases of preliminary design and revision in PS&E with division, Administration, the FHWA, consultants, Corps of Engineers and local entities.
Develops, recommends, and implements modifications as necessary of continual improvement to existing program of responsibility.
Drives to project locations to make on-site engineering reviews and analyses.
Monitors consultants' progress and work quality; checks invoices and associated documents.
Negotiates fees, explains scope of work and monitors consultant design contracts.
Reviews, processes and certifies project design plans developed by consulting engineers.
Transportation Engineer IV
Assists Project Manager to establish realistic and achievable schedule baselines for highly complex projects.
Chairs or serves as member of a contract selection team.
Coordinates and monitors consultant contracts related projects.
Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
Oversees the processing and review of consultant selection documentation, contracts and related documents through execution.
Serves as a project manager overseeing consultants performing advanced engineering work.
Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing transportation projects.
Coordinates phases of preliminary design and revision in PS&E with division, Administration, FHWA, consultants, Corps of Engineers and local entities.
Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient effective manner possible.
Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.

Education
This job requires the following:
Transportation Engineer III and IV
Bachelor's Degree in an Engineering related discipline
Work Experience
This job requires the following:
Transportation Engineer III
5 years in Transportation engineering
Transportation Engineer IV
6 years in Transportation engineering
Transportation Engineer III and IV
(Experience can be satisfied by full-time or prorated part-time equivalent)
No supervisory experience required.
Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications
The following Licenses and/or Certifications are required for this job:
Valid Driver License
Licensed Prof Engineer
Safety Impact Certificate
Safety Impact certifications are not required at the time of application. As required, the Safety Impact certifiation will be issued by TxDOT at the time of hire.
Other Conditions:
Professional engineers licensed in another state, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the Texas Board Of Professional Engineers within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
This is a Safety Impact position and will be subject to random drug testing.

Safety Impact certifications are not required at the time of application. As required, the Safety Impact certification(s) will be issued by TxDOT at the time of hire.
Must pass a drug test prior to employment for safety impact positions. Safety impact employees will be subject to additional drug and alcohol testing during employment.
Required to work weekends and holidays.
Required to work hours other than 8 to 5.
Required to work under exposure to inclement weather conditions.
Required to wear personal protective equipment provided by employer and comply with all safety requirements.
Must attend work regularly and observe approved work hours.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
